Not that they are not popular, per se, but let me give it a try. IMO, I suppose that they are chosen or left out of choice using different parameters. For instance, if you have a small face mill that cuts perfectly, I wouldn't assume you will let it go, whatever you deal is, with it.
However, there are large-diameter face mills that measure more than 1m in diameter – mainly due to the fact that they were made in the 90’s. These are quite unstable to operate, and they can be a real pain to maintain them and keep them being accurate.

I agree with this theory – I think it is the soundest. The heavier a rotating piece, the more cumbersome and costlier it becomes. I am not a seasoned machinist, though – so I suggest you take this with a grain of salt.

It is funny; I have always thought that the drill mill and the end mill are only different due to the tools being used in their end sides. Uh, I have learned something today!

You can do that or if you have the money, just go for end bits that have inserts that are longer lasting. You can go for ceramic ones or make them yourself.
